SFWMD Governing Board Chairman Chauncey Goss on Governor Ron DeSantis’ Signing of the FY 24-25 State Budget
South Florida Water Management District (District) Chairman Chauncey Goss released the following statement regarding the signing of the state budget for Fiscal Year 2024-2025 by Governor Ron DeSantis:
“Governor Ron DeSantis continues leading the way to protect Florida’s natural resources and advance Everglades restoration projects. Since 2019 when Governor DeSantis took office, the District has celebrated over 70 project completions, groundbreakings, and other major milestones – the most in state history,” said District Governing Board Chairman Chauncey Goss. “The Governor’s vision has been supported by our Legislature. We thank Senate President Kathleen Passidomo and House Speaker Paul Renner for matching the Governor’s commitment to our water resources. Water is the backbone of Florida’s economy and we’re fortunate to have a Governor and Legislature who understand this important connection. Restoring America’s Everglades is the world’s largest ecosystem restoration project, and we are making a measurable difference for the communities and water resources of our region.”
On his second day in office, Governor DeSantis signed Executive Order 19-12 - Achieving More Now for Florida's Environment. This Executive Order called for $2.5 billion to be invested in Everglades restoration and water quality improvements over four years and instructed the District and the Florida Department of Environmental Protection (DEP) to expedite South Florida Ecosystem restoration projects. During the Governor’s first term in office, Florida invested more than $3.3 billion for Everglades restoration and water quality improvements.
At the start of the Governor’s second term, he reaffirmed his commitment to conserving South Florida’s Ecosystem by signing Executive Order 23-06, Achieving Even More Now for Florida's Environment. The Executive Order called for the investment of $3.5 billion in Everglades restoration and water quality improvements over the next four years. The Focus on Florida's Future Budget includes more than $1.5 billion for this initiative, bringing the total investment during the Governor's first two years of his second term to $3.2 billion.
Florida also continues to be at the forefront of resilience planning and actively collaborates with stakeholders, local governments, and experts to develop strategies and project plans that ensure our critical flood control infrastructure can effectively adapt to changing conditions.
Everglades restoration highlights for the upcoming fiscal year include:
$614 million for Comprehensive Everglades Restoration Plan (CERP), including $64 million for the Everglades Agricultural Area (EAA) Reservoir. $50 million for the Lake Okeechobee Watershed Restoration Project (LOWRP).
$86.7 million for the Northern Everglades and Estuaries Program (NEEPP) and dispersed water storage projects.
$150 million for replacement and refurbishment projects of critical flood control infrastructure within the District’s Central & Southern Florida (C&SF) Flood Control Project - the region’s main water management system.

Rubio Iintroduces Bill to Reauthorize Hong Kong Human Rights Democracy Act
The Chinese Communist Party and Hong Kong government officials are responsible for the continued erosion of Hong Kong’s autonomy and an increase of human rights violations.
The Hong Kong Human Rights and Democracy Act, which U.S. Senator Marco Rubio (R-FL) led and was signed into law in 2019, is set to expire later this year. Accordingly, Rubio introduced the Hong Kong Human Rights and Democracy Reauthorization Act of 2024 to ensure continued U.S. support to citizens facing oppression from Communist China and Hong Kong officials.

Last month, a delegation of the criminal and illegitimate Cuban regime toured Transportation Security Administration (TSA) facilities, including secure areas not open to the public, at Miami International Airport (MIA).
U.S. Senator Marco Rubio (R-FL), U.S. Representative Carlos Giménez (R-FL), and colleagues introduced the Secure Airports From Enemies (SAFE) Act to restrict State Sponsors of Terrorism, which includes Cuba, from accessing TSA areas.

Rubio, Merkley Introduce Bill to Reauthorize Uyghur Human Rights Policy Act
The People’s Republic of China continues to brutally suppress Uyghurs and other ethnic groups. The United States must continue to hold officials accountable for these abuses.
The Uyghur Human Rights Policy Act, which U.S. Senator Marco Rubio (R-FL) led, was signed into law in 2020 and its sanctions are set to expire in 2025. Rubio was joined by U.S. Senator Jeff Merkley (D-OR) in introducing the Uyghur Human Rights Policy Reauthorization Act of 2024 to ensure continued U.S. support for the human rights of Uyghurs and other ethnic groups in China. This effort would reauthorize the critical aspect of this law for another five years.

Sen. Rick Scott on CPI Inflation: Floridians Can’t Afford Bidenomics
Today, following the latest Consumer Price Index (CPI) release from the Bureau of Labor Statistics (BLS), Senator Rick Scott released the below statement highlighting the need to implement substantive fiscal reforms to end the ongoing inflation crisis fueled by the Biden administration’s reckless tax-and-spend agenda. April’s CPI data shows that there has been a significant rise in inflation during Biden’s presidency, with CPI increasing 3.4% over the year in April 2024. Since Biden took office, inflation is up 19.9% marking the 37th consecutive month inflation is above 3%.
Senator Rick Scott said, “Inflation has been up for 37 straight months, and Floridians are sick and tired of the failed Bidenomics agenda that is stealing their paychecks—costing them $24,000 more since Biden took office. Floridians tell me every day about the heartbreaking struggles they are facing just to make ends meet right now. It makes me think about what my mom went through when I was growing up and we lived in public housing. She had to work odd jobs to make ends meet and there were plenty of days when we didn’t have much food on our table. Today, too many Floridians are facing the same hardships my mom did, but it doesn’t have to stay that way. I won’t stop fighting to cut spending and bring fiscal sanity back to Washington by ending the disastrous Bidenonmics agenda that is pushing Floridians and our nation to the brink of financial ruin with record inflation.”

Senator Rick Scott joined Senator Tommy Tuberville for a roundtable with law enforcement during National Police Week. The discussion focused on challenges facing state and local law enforcement, such as rising crime, President Biden’s open border, the fentanyl crisis, sanctuary cities, recruitment, and how the federal government can serve as a partner. Joining Senator Scott and Senator Tuberville at the roundtable was former Acting Secretary of the Department of Homeland Security Chad Wolf, Florida’s former Attorney General Pam Bondi, Senator Katie Britt, Senator Marsha Blackburn, Senator Eric Schmitt, and local law enforcement officials.

Rubio Presses VA For Needed Oversight of Community Care Providers
The Veterans Affairs Community Care Program (VCCP) provides health care for veterans in need outside of VA facilities. A recent report exposed flaws in the Veterans Health Administration’s (VHA) ability to identify and exclude providers from the VCCP that have failed to deliver safe and appropriate care.
U.S. Senator Marco Rubio (R-FL) sent a letter to U.S. Department of Veterans Affairs Secretary Denis McDonough regarding the report and its impact on Florida’s veterans.
“Veterans across the country deserve to know that when they are referred to a community care provider that the VA has ensured that the provider is one that will provide the safe, appropriate, reliable, and necessary care that the veteran deserves.”

Dear Secretary McDonough:
I write out of concern following a recent report from the U.S. Department of Veterans Affairs (VA) Office of Inspector General (OIG) revealing that the Veterans Health Administration (VHA) failed to identify all healthcare providers that have been removed from VA employment due to violating policies related to the delivery of safe and appropriate care. The report further details that the VHA failed to exclude those providers from the VA Community Care Program (VCCP). Whether veterans receive care at a VA facility, or in the community through the VCCP, they are trusting the VA to refer them to qualified and reliable providers. I expect the VA to immediately implement the OIG’s recommendations and take further actions to rectify the VA’s processes that allowed such an oversight to happen in the first place.
The report stated that the OIG “remains concerned about VHA’s inability to exclude and prevent ineligible healthcare providers from delivering care to veterans through the VCCP.” The OIG discovered community care claims from healthcare providers that VHA had identified as ineligible to deliver such care. Further, the OIG found that the VHA failed to capture 81 percent of clinical occupations when identifying healthcare providers for exclusion due to violation of a policy relating to the delivery of safe and appropriate health care, according to the VA MISSION Act (P.L. 115-182). With an inability to identify providers that have previously violated care policies and, therefore, should have no role in furnishing care to veterans, the VA has no ability to exclude these providers from participating in the VCCP in the future.
While this is an issue that needs to be addressed nationwide, one specific instance the VA OIG has considered in recent months resulted from a case involving a surgeon who had a medical license revoked in Florida but later would participate as a provider in the VCCP. The OIG found that the surgeon voluntarily relinquished a Florida medical license after being investigated by the Florida Department of Health and notified of “a potential termination for cause.” The OIG stated that Optum was unclear on whether such an instance should be considered as part of the VCCP credentialing process, and OIG stated that the VA’s contracts do not address or define this terminology.
Unfortunately, the OIG’s recent reports are not novel assessments of the VA’s lack of ability to track the reliability of providers in VCCP. In 2021, the Government Accountability Office found that gaps in VHA’s ability to identify providers ineligible to participate in the VCCP. At the time, VHA assessed 800,000 providers and identified 1,600 VCCP providers “who were deceased, were ineligible to work with the federal government, or had revoked or suspended medical licenses.” As an example, one of the providers was convicted of patient abuse and neglect in July 2019, but entered the VCCP in November 2019 – to which the VHA stated the provider was uploaded in error. This is unacceptable.
Veterans across the country deserve to know that when they are referred to a community care provider that the VA has ensured that the provider is one that will provide the safe, appropriate, reliable, and necessary care that the veteran deserves. I would like to receive regular updates on VA’s plans to implement the OIG’s recommendations, and also request answers to the following questions:
What steps are being taken to ensure that the reasons for healthcare providers’ removals are accurately documented and considered in the exclusion process?
What improvements or updates to the process is the VA planning to implement to ensure that no eligible provider is wrongly excluded from the VCCP?
How is the VA ensuring compliance with the MISSION Act section 108(a)(1), which required the VA to exclude VCCP eligibility if the healthcare provider was removed from Department employment, in their current operational procedures?
How often does the VA periodically review the effectiveness of its exclusion processes?
What specific measures are being implemented to include all clinical occupations in the automated query used for identifying providers for exclusion?
How is the VA addressing the issue of incomplete coverage of personnel actions in the data that leads to missing out on identifying providers who should be excluded?
How does the VA plan to inform patients when a provider has been excluded?

Ecuador, a strong U.S. ally and partner, is currently confronting a wave of violence from gangs and cartels throughout the nation.

RUBIO, COLLEAGUES INTRODUCE MANDATORY REMOVAL PROCEEDINGS ACT
Foreign nationals who have their visa revoked on security-related grounds should be immediately removed from the United States. However, current law allows these foreign nationals to remain in our country at the U.S. Department of Homeland Security’s (DHS) discretion.
U.S. Senator Marco Rubio (R-FL) and colleagues introduced the Mandatory Removal Proceedings Act to mandate that DHS initiate removal proceedings for any foreign national whose visa is revoked on security-related grounds.
“Supporting terrorism disqualifies individuals from having a visa, and we should not allow these individuals to remain in our country based on the whims of this administration. The Mandatory Removal Proceedings Act stands as a decisive measure, ensuring that when a visa is revoked on security grounds, that individual is automatically placed in removal proceedings.” – Senator Rubio

RUBIO EFFORT TO BLOCK CHINESE-MADE EV CHARGERS PASSES HOUSE
The U.S. House of Representatives passed a joint resolution, led by U.S. Senator Marco Rubio (R-FL), to overturn the Biden Administration’s rule that would harm American industry by waiving Buy America requirements for Electric Vehicle (EV) charging stations. American companies have invested in this industry and should not be penalized. The joint resolution now heads to the President’s desk.
Rubio praised the House passage and encouraged President Joe Biden to sign the resolution into law.

Securing Our Border is Putting America First
When President Trump demanded “build the wall,” it became a rallying cry for Americans wanting to see common sense solutions coming out of Washington, after years of being affected by the Obama Administration’s #AmericaLast policies.
Democrats scoffed at him, accusing him of being racist. Speaker Pelosi claimed a moral high ground saying that “a wall is an immorality,” and Joe Biden promised he would not build “another foot of the wall.”
#OpenBorder policy was the official platform of the Democrats in Washington… until they realized it’s not popular.
Then, one by one, Democrats started to change their tune and do a 180 degree turn. And just today, the Biden Administration flip-flopped completely and said there is an immediate need for a border wall. The same people who have long argued President Trump’s border wall should be scrapped have finally realized that their political talking points are not adding up and the support from their base is crumbling down.
I said it during my first year in office and I will say again: we need to build the wall. Now that we have a bipartisan consensus, let’s quit the political posturing and make sure we have a secure border that keeps our community and our country safe.
